Vice President of Growth

We are seeking a strategic and growth-oriented Vice President of Growth to lead our federal market expansion as a recognized subject matter expert leading high-impact initiatives and capabilities. In this high-impact executive role, you will own the full-lifecycle capture process, driving corporate revenue by identifying, qualifying, and securing high-value federal contracts. You will report directly to executive leadership to align a multi-year, $100M+ qualified opportunity pipeline with our expanding technical capabilities while contributing significantly to growth efforts across the entire organization. This position requires an on-site presence at our McLean, Virginia headquarters, offering a collaborative environment where you can directly influence our long-term corporate growth strategy.
The ideal candidate brings over 10 years of proven federal business development experience, characterized by a verifiable track record of winning $20M+ prime contracts. As an industry leader, you apply specific and specialized knowledge as an expert to solve ambiguous challenges, pushing both technical and operational boundaries to differentiate our solutions. You possess deep expertise in FAR/DFARS compliance and use tools like GovWin IQ, SAM.gov, and Salesforce to navigate complex competitive landscapes. Leveraging your existing network of trusted relationships with DoD or Civilian agency stakeholders, you will secure strategic industry partners and deliver winning proposals. Key Responsibilities
- Conduct thorough market research using GovWin IQ, SAM.gov, and federal spending data to identify upcoming procurements.
- Build and maintain a qualified, multi-year pipeline valued at $100M+ that aligns with corporate growth targets.
- Analyze federal budget trends, agency forecasts, and competitive landscapes to identify new market entry points.
- Qualify opportunities rigorously using standard gate reviews to ensure optimal application of corporate resources.
- Lead full-lifecycle capture efforts for high-priority target opportunities from identification through proposal submission.
- Develop comprehensive capture plans, including win themes, value propositions, competitive assessments, and price-to-win strategies.
- Secure strategic industry partners to build compliant, high-scoring teams as either prime or subcontractor.
- Negotiate Non-Disclosure Agreements (NDAs) and Teaming Agreements (TAs) with partner companies.
- Serve as the primary face of the company to federal clients, introducing technical capabilities to key decision-makers.
- Establish and maintain strong trust-based relationships with agency Program Managers, Contracting Officers, and Small Business Liaison Officers.
- Coordinate and lead capability briefings, industry day attendance, and one-on-one meetings with government stakeholders.
- Gather actionable intelligence regarding customer pain points, requirements, and acquisition timelines.
- Collaborate closely with proposal managers, color team reviewers, and subject matter experts to ensure win themes are integrated.
- Participate actively in formal color team reviews to provide critical feedback on compliance and messaging.
- Write strategic proposal sections, including executive summaries, management plans, and past performance narratives when required.
- Ensure all submitted proposals align precisely with the solicitation requirements and evaluated criteria.
- Present weekly pipeline updates, capture statuses, and metrics to the executive leadership team.
- Allocate and manage the annual business development and capture budget efficiently.
- Mentor junior business development or recruiting staff on federal procurement processes and market dynamics.
- Represent the company at major industry association events, networking galas, and professional conferences.
Qualifications
- Minimum of a Bachelor’s degree in Business, Marketing, Engineering, or a related field
- 10+ years of progressive experience in federal government contracting business development.
- 3+ years of experience leading cross-functional capture and industry teaming initiatives.
- Deep understanding of Federal Acquisition Regulations (FAR), DFARS, and federal procurement vehicles (GSA OASIS, Alliant 2, CIO-SP4, or agency-specific IDIQs).
- Verifiable history of identifying, capturing, and winning federal prime contracts valued at $20M+ each.
- Documented success expanding an organic federal pipeline to $100M+ in qualified opportunities.
- Complete mastery of the full federal sales lifecycle, with a proven win rate on sub-$50M opportunities
- Active, trusted relationships with key decision-makers, Program Managers, and Contracting Officers within DoD or targeted Civilian agencies (e.g., DHS, GSA, HHS).
- Robust network of large and small business partners to facilitate rapid teaming and subcontracting agreements.
- On-site presence required at our headquarters in McLean, VA, with flexibility for local client travel.
- Expert-level proficiency utilizing GovWin IQ, SAM.gov, and GovTribe.
- Hands-on experience managing sales cycles, tracking metrics, and reporting via Salesforce.
Preferred Qualifications
- Master of Business Administration (MBA) or Master’s in Management.
- Shipley Capture Certification preferred.
- Experience with GSA MAS and OASIS+ proposal submissions
Compensation and Benefits
The estimated compensation range for this position is between $200,000 and $250,000 annually. Actual salary is determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
